Data Notice: a Local Connection Test (LCT) is in place. This has the effect of reducing the numbers on the Register overall and the duty on the Council. NPPG sets out the requirements on a LCT that a Council should follow for such a restriction to be implemented and operated. Most Councils have not implemented a LCT.
